One way to understand the Network’s current position is to look back over its history. What were its initial aims ?

At its beginnings in 1996, the Network set out to understand the changes that had taken place in African societies over the past twenty years. This led it to examine both the capacity of households to adapt to the crisis and the effectiveness of government action.

The interrelationship between households and government is a crucial part of this analysis.
